Milton/Morningside Area Structure Plan

Bylaw 1280/18 was given second and third reading by County Council on Thursday, December 13, 2018, who adopted the new Milton Morningside Area Structure Plan (ASP). The plan area encompasses the lands lying north of the City of Lacombe and east side of the QEII Highway north to Highway 604. The Plan Area includes the Hamlet of Morningside and the lands enclosed by the QEII Highway, Highway 604 and Highway 2A.

The ASP was reviewed as the County adopted a new Municipal Development Plan (MDP) and Land Use Bylaw (LUB) in 2017. These documents set out the vision for the development of the County over the next ten (10) years. Consequently, new policies and regulations were brought into force which was not considered in the 2008 ASP. Moreover, the ASP was adopted over a decade ago, therefore, a comprehensive update is essential to ensure that the development strategy for this area is reflective of the people who live there.

The County held a public meeting in May 2018 to find out if the 2008 plan still reflected the community's vision for growth in the area. Based on the feedback from that meeting, a new land use concept plan was developed. The largest change made to the draft plan was the reduction in the amount of land identified for multi-lot residential development by approximately 20 quarter sections. This was brought back to the public on September 10, 2018, to review.

The community provided overwhelming support for the draft plan and policies but also a number of representations were made at the two (2) Public Hearings by individual members of the public to have their lands identified for multi-lot residential development opportunities. Council after careful consideration included these lands in the land use concept as having the opportunity for multi-lot residential development in the future and successfully adopted the new ASP.
